PUBLIC NOTICE – Portway Primary School – proposed permanent age range change
Proposed permanent change of age range from 3-11 to 2-11 for Portway Primary School to include a 2 year old Nursery provision.
Notice is given in accordance with the Academies Act (2010) and Making significant changes to an open academy and closure by mutual agreement (2019) Regulations that the Leading Learning Trust, based in London Borough of Newham, intends to make a prescribed alteration to Portway Primary School (an academy, run by the Leading Learning Trust), the main site of which is at Portway Primary School, Stratford, E13 0JW.
It is proposed that Portway Primary School will change its age range from 3 to 11 years of age to 2 to 11 years of age, in order to admit up to 56 part time children from the age of 2 into nursery classes from June 2020 onwards, in order to serve the needs of the local community.

Consultation on a proposal to permanently change the age range from 3-11 to 2-11 to operate a 2 year old provision as part of the existing school.
This paper sets out the proposal to provide permanent 2 year old nursery age provision at Portway Primary School. It is written for parents, carers, governors, staff, pupils and other people who have an interest in the school and in the proposal. The Leading Learning Trust will consider your views and responses before taking the proposal forward.
Portway Primary School is a four form entry Academy school providing primary education. Portway Primary School has been offering 15 and 30 hours funded early years places for 3 and 4 year olds. A permanent change to the age range requires a statutory process as detailed in Department for Education statutory guidance ”Making significant changes to an open academy and closure by mutual agreement”, November 2019.
The Leading Learning Trust is consulting on a proposal to permanently change the age range from 3 to 11 to 2 to 11 at Portway Primary School. The proposal is to offer up to 56 funded places at Portway Primary School, Stratford Road, E13 0JW.
The Trustees and Local Governing Body has given its support to this proposal to widen the age range of the school.
Sufficiency and standards
The school is based in the ward of North Plaistow. According to Newham’s childcare sufficiency assessment (2019) this ward has a higher than average need for places to meet the needs of local families. Children of families who continue at Portway Primary will benefit from improved continuity and an easier transition process to school.
The consultation process
Initial consultation with parents was conducted by Portway Primary school in the Autumn of 2019. This included a questionnaire and a notice posted on the entrance to the school detailing the planned development.
The formal consultation process that is now being undertaken involves the following steps:
- Publication of Public Notice followed by a four week consultation period.
- Seek the views of parents, carers, trustees, governors, staff, pupils and other people who have an interest in the school and in the proposal.
